As the clock ticks down, it seems highly unlikely Speaker Kevin McCarthy (R-Calif.) will be able to pass all 12 appropriation bills necessary to avoid a government shutdown. This leaves him with only one other option: a short-term spending measure known as a continuing resolution.

Unfortunately for the speaker, party hardliners on the right say they are prepared to strike down any stopgap funding, even one meant to grant Congress another 30 days to continue negotiations.
