In an address to the Hudson Institute FBI director Christopher Wray condemned China for cyber attacks against the U.S. and emphasized the threat such attacks posed, saying, “The stakes could not be higher, and the potential economic harm to American businesses and the economy as a whole almost defies calculation . . . .” He described the attacks as “one of the largest transfers of wealth in human history.” Director Wray said the situation with China has become so dire that “We’ve now reached a point where the FBI is opening a new China-related counterintelligence case about every 10 hours . . . .”
Wray explained the situation, saying, “To achieve its goals and surpass America, China recognizes it needs to make leaps in cutting edge technology, but the sad fact is that instead of engaging in the hard slog of innovation, China often steals American intellectual property and then uses it to compete against the very American companies it victimizes, in effect, cheating twice . . . .” He continued, “Confronting this threat effectively does not mean we shouldn’t do business with the Chinese, does not mean we shouldn’t host Chinese visitors, it does not mean we shouldn’t welcome Chinese students or coexist with China on the world stage . . . It does mean that when China violates our criminal laws and international norms, we are not going to tolerate, much less enable.”
In the same address Director Wray said that Chinese President Xi Jinping has begun a program whose aim is to force Chinese-born people in the U.S. considered a threat to Beijing to return home. This program goes as far as threatening the families of such individuals. Wray said that many of the victims of this Fox Hunt program are “American citizens or green card holders. . . .” He said the fact that “The Chinese government wants to force them to return to China and China’s tactics to accomplish this are shocking.”
Chinese foreign ministry spokesman Zhao Lijian denied Wray’s comments on the program, saying, “The relevant statements by Wray ignore basic facts, are full of political lies, and fully reveal his deep-rooted Cold War thinking and ideological prejudices . . . .” China has also denied allegations of cyber attacks.
