Thursday, Russian President Vladimir Putin signed a law withdrawing Russia’s ratification of the global treaty banning nuclear weapons tests.

The Comprehensive Nuclear Test Ban Treaty, as it is known, established a global network of observation posts that can essentially detect a nuclear explosion.

According to Moscow, the deratification of this treaty is designed to bring Russia into line with the United States, which signed but never ratified the treaty. Russia says it will not resume nuclear testing unless Washington does. It also will not change Russia’s nuclear posture or the way it shares information about its nuclear activities.

U.S. Secretary of State Antony Blinken said this “will only serve to set back confidence in the international arms control regime.”

Robert Floyd, head of the Comprehensive Nuclear-Test-Ban-Treaty Organization, condemned Russia’s decision, calling it “very disappointing and deeply regrettable.”
