If you pay attention to Washington or even just the headlines, you may notice that every couple of years, for a couple of weeks, the news cycle is an endless parade of daily updates on Congress’s battle to raise the debt ceiling and avoid a government shutdown. You might remember when this happened in 2013, and Congress has been back at it again for more than a week 2021. The big question is, why does Congress keep raising and raising the debt ceiling, when by definition a ceiling is supposed to be a limit?
