Senator Joe Manchin is urging fellow Democrats to pause their push to enact a $3.5 trillion spending bill that contains much of President Joe Biden’s progressive agenda, creating turmoil for Democrats who need all 50 democratic senators to vote for the bill through budget reconciliation.
